CALL TO ORDER:
The meeting was called to order with the Pledge of Allegiance at 9:00 a.m.
 
MINUTES FROM LAST MEETING:
06-Nov-2021
Motion #1 was made by William Brown to accept the minutes as written.
Seconded by:  Eileen McGregor.
Result:  All were in favor.
 
DISCUSSION:
1.    Minutes & Citations:  Kathy in the office sent an email requesting that the unblinded citations be sent out going forward to all including the Board of Directors.  There is no longer a need to keep a blinded and unblinded version of the citations reviewed.
Action Item:  Jamie to adjust documents and distribute via email the minutes and the citations reviewed as unblinded to all.
2.    Board of Directors Requests: 
Kathy reported back on the two requests from last meeting:
a.    CDC requests the Board to consider allowing the decision to lower fines be made by the CDC instead of office personnel, before tickets are sent out.  – The Board did not agree with this, the ticket will go to the Office and the Office would reduce, and then if still in dispute would come to the CDC.  The CDC was doing this in the past, felt that more cases would come to CDC.  If the ticket is reduced, why is the ticket than brought to CDC, they should not be able to further come to the CDC to dispute a reduced ticket.  If they want to continue to dispute the fine, it should remain the full amount and not reduced. 
 
Action Item:  Kathy Maynes to re-discuss with the Board.  Frank also requested that we receive something back in writing and Kathy said it will be in the Board report.
 
b.    CDC requests that the Board consider a database being kept in order to identify repeat offenders, as currently it is only one calendar year, specifically for Non-Household Garbage and Loose Dogs.  – The Board agreed this could be kept and provided to CDC as it occurs.
 
CITATIONS REVIEWED:
The Citations for the meeting were reviewed beginning at 9:15 a.m. and documented in the CDC_ViolationsReviewed-2021-12-04.doc.
As a group we discussed how the CDC can be consistent with fines and the challenges of reducing fines as stated earlier in the minutes.  It was suggested that Frank discuss with Security regarding how this affects the Security Officers, especially the amount of household trash tickets and the hazards for the Security Officers with going into the dumpsters.
Action Item:  Frank to set up a meeting with Dominick in Security.  CDC to prepare a proposal for what should be done with developing a standard and present it to Security and then to the Board.
