  1. Called to order 9:06 am by Chair Cohen at Firehouse with the Pledge of Allegiance.
  2. Oct 7, 2023 Marina Committee Minutes distributed at the meeting were approved without change.
  3. Chairman Cohen will get a list of MC members due to leave the MC and begin the process to solicit replacement candidates. (Lee received 12-3-23)
  4. Marina monitoring: 
    1. Discussed and agreed MC members would volunteer as follows to walk the docks weekly to help identify any potential safety issues, violations, and damage to docks/boats and report any issues found to Kathy Sollenne by email at ksollenne@wleonline.org.

  1. Discussed and agreed as follows on improving surveillance.

Recommendations:

  1. Support continuing Technical Committee investigation of additional solar day/night vision camera technologies and locations to improve Marina surveillance and potential recording of problem/criminal activity at the Marina during the season and finger/dock storage areas off-season.
  2. Install mounted or portable spot lights in Security vehicles to enable more effective scanning of the Marina at night.
  1. Discussed Dock Master position and agreed as follows.

Recommendations:

  1. Allocate the expense for Dock Master position between monitoring ramp use (not a MC responsibility) and monitoring the docks and access to them for safety issues, WLE registered boat/slip violations, and damage to docks/boats.
  2. Review and revise as warranted the Dock Master job description to better describe the duties and their frequency.
  1. Dock/Marina Protection/Maintenance:  Discussed and agreed as follows:

Recommendations:

    1. Add snubber icons to finger-side dock lines on the new Tie-Up diagram and state on the diagram that a snubber is mandatory on all bow lines and finger-side lines that restrain the boat from hitting and damaging the dock.  
    2. Distribute the diagram to all new slip renters, post a link to the diagram on WLEonline.org, and include the diagram in the 2025 season slip contract materials.
    3. Post a weatherproof copy of the diagram on the Marina shack bulletin board.
    4. Have maintenance blow leaves/debris off the stairs to the docks on Thur or Fri each week when conditions warrant.
    5. Install additional “No Trailer Parking On Weekends” signs heading up Boathouse Road.
    6. Repair the sinking storm water grate next to the Marina shack.
    7. Budget and plan for re-stoning paths and correcting any path drainage problems for 2024 where: a) stone would be purchased & delivered to the Marina as an MC budgeted operating expense, b) Tony Schwab has volunteered to use his small tractor to move the stone to the paths, and c) WLE Maintenance crews would supply the labor to spread it as needed, fix drainage issues, and remove as warranted any hazardous partially buried rocks in the paths.
    8. viii.Construction of new docks and fingers should adhere to documented and inspected standards of construction.  The MC understands this is being addressed.
    9. Maintenance should work with professional exterminators to treat the docks and fingers with insecticide/repellant to prevent/reduce nesting of hornets/wasps/bees that have resulted in numerous incidents of residents/guests being stung.
  1. MC Financials:  
    1. Bruce distributed Oct 2023 Actuals, YE Projections, vs 2023 Budget. Perhaps unlikely yet in 2023, recouping the litigation cost of $10,000 and the potential savings in Marina operating expenses may reverse the projected 2023 deficit and the need to draw on the Reserve fund for 2023.  
    2. Bruce also distributed a proposed budget for 2024.  The $10,000 legal expense is not in the proposed 2024 budget.  Potentially higher revenue from slip leases (given the fee increase of $450 to $460) and weekend/weekly slip rentals may or may not off-set salary increases and potentially higher Operating Expenses, despite the expected lower expense associated with the recommended replacement of the smaller G dock and fingers   Bruce will further investigate the basis for the Operating Expense amount budgeted for 2023 and that proposed for the 2024 budget.
    1. Discussed a ramp use fee and ramp/marina traffic issues and agreed as follows:

Recommendations:

  1. Require all users of the Marina ramp (including those from adjacent communities and WLE lot-only owners) to register their trailer(s) with the office and secure a trailer sticker/hang tag that must be displayed when using the ramp.  The sticker/hang tag fee will be $25/yr but, … will be provided to slip lessees at no charge.  The revenue will help offset ramp surveillance and maintenance expenses.  A one-time use tag could also be purchased at the office for $10 (e.g. the same as at the Ledgedale Marina ramp) for those that are not slip lessee tag holders.
  2. Implement some kind of speed restraint solutions on Boathouse Road and Lake Shore Drive such as speed-bump(s), speed measuring signage, speed recording cameras.
  3. Identify and post directions/signage for alternative boat trailer parking (e.g. the Main Club House parking lot)
  4. Review the timing and cost of certified letters to advise slip lessees to pay the fee or lose their slip.
